There is mention of a remarkable incident in the judicial history of Panna state, according to which Maharaja Chhatrasal was discussing the governance system with all the ministers in his state. At that time, all the ministers and the Maharaja were unanimous on the issue of public welfare of the state.When the minister sought the Maharaja's consent (yes) to the plan, the Maharaja deceitfully uttered the word "no", on which the minister told the Maharaja that his Majesty had agreed, but "no". ''It was done'', on which Chhatrasal said that from today onwards the seal of Panna Raj Darbar will be ''no''. Thereafter, as long as the Panna state government was in power, the Panna state seal “Na hi” was used.
In the latter part of the nineteenth century, law and order was in force in the courts of British India since the reign of Mahendra Maharaja Rudra Pratap Singh Judev, the same system was in force in the princely state of Panna.
